Local Government Transparency Code 2015 (Pursuant to Section 2 of the Local Government, Planning & Land Act 1980)

The requirements of the Local Government Transparency Code 2015 do not apply to Parish and Town Councils with a gross income or expenditure under £6.5 million, but adherence does represent ‘best practice’. The Code is intended to increase transparency through publication of open data enabling tax payers to see how local authorities use public money. Glastonbury Town Council provides this information on this webpage, either listed below directly, or via a link to information already provided elsewhere on our website.

Finance, Legal, and Audit

Financial and legal information, including our budget, Annual Governance and Accountability Return (AGAR), expenditure information, asset register, and parking account is all available below.

Local authorities must publish details of each individual item of expenditure that exceeds £500. Glastonbury Town Council provides details of all expenditure monthly.

Delegated Decisions

A record of decisions delegated to officers, after consideration of Full Council or a committee, is available below.

This includes responsibility for organisational performance, financial stewardship, governance and legal compliance, staff leadership and development, major projects, partnerships, external relationships and the Council’s public profile. The postholder works closely with elected councillors to shape and deliver the Council’s priorities, while leading an increasingly diverse organisation with significant responsibilities for local services, buildings, public spaces, community facilities and major regeneration and wellbeing initiatives. It is a role requiring considerable professional judgement, accountability and leadership, balancing the strategic development of the Council with the practical demands of running a complex and growing public organisation, managing public money and delivering meaningful benefits for the community.

Pay Multiple

Section 38 of the Localism Act 2011 requires us to produce Pay Policy Statements, which should include the authority’s policy on pay dispersion – the relationship between remuneration of chief officers and the remuneration of other staff. This act recommends that the pay multiple is included as a way of illustrating the council’s approach to pay dispersion.

Formula: Highest Paid Salary / Median Paid Salary = Pay Multiple Ratio

The ratio between the highest paid employee and the median salary of the workforce is 2.23 : 1
